I think someone forgot to mention to you in Kindergarten that, when counting upward to 10, you don't count the same number more than once...  that or you have a really bad stuttering problem that you should ask your physician about.

I think it's a number of ridings with tied membership numbers. That said it's a good bit of information to start considering where to run candidates. If we have a good number of members it makes it easier for recruitment and makes things easier than if someone is by themselves runnign around putting up signs.
